CDWWTP Oxygen Production Facility

HBC supported the design-build delivery of a new oxygen production facility at Miami-Dade's Central District Wastewater Treatment Plant, replacing aging systems with modern VPSA technology.

As part of Miami-Dade County's infrastructure modernization program, HBC played a key role in the design-build delivery of a new Oxygen Production Facility at the Central District Wastewater Treatment Plant. The facility replaced aging oxygen production systems with Vacuum Pressure Swing Adsorption technology, improving reliability while supporting wastewater treatment operations and EPA Consent Decree requirements.

HBC handled civil design, construction management, project controls, scheduling, and discipline coordination. Our scope included site layout, clearing and grubbing, pavement design, civil dimension control, and drainage improvements such as a swale and exfiltration trench system designed to manage runoff and meet water quality and quantity requirements. We also coordinated design adequacy across structural, process mechanical, electrical, instrumentation, plumbing, HVAC, and fire protection disciplines.

During construction, HBC validated contractor pay applications, processed RFIs, managed submittals, and closely tracked schedule performance to help the project meet EPA deadlines. The completed facility improved operational efficiency, increased system reliability, and reduced energy use. The project received the 2021 Project of the Year Category III award from the Cuban American Association of Civil Engineers.
